Diagram 554.2 is installed at sites where a route is abnormally dangerous due to icing and/or heavy snow. The sign is not designed to be up all year and must be taken down or covered when conditions return to normal. Can be used with supplementary plates such as "snow drifts" or "ice"

As per the UK Highways Traffic Sign Manual Chapter 4 - Warning Signs page: 58 The following advice is given:
10.2.1. The “Ice” sign to diagram 554.2 (S13?2?4, see Figure 10-5), and supplementary plates “Ice” or “Snowdrifts” (S13?2?4, see Figure 10-6), are temporary signs used when a route is unusually dangerous as a result of extensive icing or heavy snowfalls. The signs must be removed when conditions return to normal. When indicating “Ice”, one size larger x?height should be used to compensate for the short word, which would otherwise result in a very small plate. “Snowdrifts” should be at the normal x?height for the road (see Appendix B). 10.2.2. The “Ice” or “Snowdrifts” plate must never be used alone. It must be used with one of the following signs: 554.2, 622.1A (goods vehicle weight limit), 622.4 (No articulated vehicles), 629A (width limit), 629.1 (length limit) or 632 (no overtaking). The regulatory signs are used when snow or ice conditions make it unsafe for the prohibited type of vehicle to use the road, or where, in the case of diagram 632, overtaking would be hazardous.
