Diagram 622.5 is used to indicate a route protected by a byelaw to stop horse drawn carriages along a section of road. It is also used to protect a route that is only intended for pedestrian and cycles.

As per the UK Highways Traffic Sign Manual Chapter 3 - Regulatory Signs page: 51 The following advice is given:

5.7.2.  The sign to diagram 622.6 (S3‑2‑24, see Figure 5‑17) is likely to be used to indicate a byelaw prohibiting horses, both ridden and accompanied. It might be used to protect a route intended for use by pedestrians and cyclists only.
