Diagram 554B alerts road users that there may be a gate ahead that they will need to stop the vehicle, get out of the vehicle and open the gate.

As per the UK Highways Traffic Sign Manual Chapter 4 - Warning Signs page: 57 The following advice is given:

9.6.1.  The sign to diagram 554B (S2‑2‑36, see Figure 9-15) or 554C (S2‑2‑37, see Figure 9-16) as appropriate may be used in a road which has gates installed, usually for the control of farm animals. As drivers are likely to have to stop in order to open the gate, diagram 554B “Gate” should normally be supplemented by a distance plate. A plate “For” and a distance, e.g. “For 2 miles” may be used with diagram 554C “Gates”.
