Diagram 544.2 is used in areas where frail, disabled or blind pedestrians may be likely to cross. Often placed in certain zones near sheltered housing or nursing homes to keep road users aware of any pedestrian that may need more time to cross a road.

As per the UK Highways Traffic Sign Manual Chapter 4 - Warning Signs page: 49 The following advice is given:
8.2.2. The sign to diagram 544.2 (S2‑2‑24, see Figure 8-3) is used to warn of the likely presence of frail or disabled people. Its use should be restricted to sites where relatively high numbers of slow‑moving pedestrians are likely to cross a road other than at a Zebra or signalled crossing. This might be near sheltered housing or nursing homes, where drivers need to be PEDESTRIANS 48 reminded that a pedestrian in the road ahead might be frail or blind and need more time to cross than an able‑bodied person would.
